ARC/PLC payments by county
FSA’s 2025 ARC-County (ARC-CO) payment rate and 2026 benchmark for every county and crop FSA lists, split into irrigated and non-irrigated where FSA splits them, with the national 2025 PLC rates. Pick a state, then a county. Your FSA county office has your farm’s base acres, PLC yield and actual payment.
2025 across the country
FSA’s 2025 file has 21,699 county, crop and practice rows in 49 states. 13,559 of them carry an ARC-CO rate above $0. PLC rates are national: one rate per crop, paid per unit of each farm’s own PLC yield.

How FSA figures an ARC-CO rate
Story County, Iowa, corn, 2025, using FSA’s numbers:
- Benchmark revenue: benchmark yield 221.31 bu × benchmark price $5.03/bu = $1,113.19 per acre.
- Guarantee: 90% of $1,113.19 = $1,001.87.
- Actual revenue: 2025 county yield 207.27 bu × national price $4.16/bu = $862.24.
- Shortfall: $1,001.87 − $862.24 = $139.63. The cap is 12% of benchmark revenue, $133.58.
- ARC-CO rate: the smaller of the two, $133.58 per acre.
A farm’s payment is figured on 85% of its base acres: $133.58 × 85% = $113.54 per corn base acre. FSA says the 5.7% sequestration rate applies to all 2025 ARC and PLC payments, which brings that to about $107.07, before any payment-limit reduction.
Reading these numbers
- The county is FSA’s. A few FSA areas cover two or more counties (Mercer-McDowell in West Virginia, Suffolk-Nassau in New York), and a few counties are split into two or three areas (East and West Pottawattamie in Iowa; units A and B in Chouteau County, Montana). Your county office can confirm which applies to your farm.
- Since 2019, ARC-CO uses the county where the farm is physically located. Irrigated and non-irrigated rates are listed separately only where FSA sets them separately.
- For 2025 only, the law has FSA pay each enrolled farm the higher of ARC-CO or PLC for each crop. From 2026 on, a farm’s payment follows its ARC or PLC election.
- Rice: FSA had not set 2025 ARC-CO rates for rice when it posted the county file; its October 2026 tables still used a projected 2025/26 rice price.
- The 2026 figures are benchmarks, not payments. FSA sets 2026 ARC-CO rates after each crop’s 2026/27 marketing year ends. To test a 2026 price and yield for your farm, use the ARC/PLC payment estimator.
